As the cliché goes, sometimes the best defense is a good offense. Blackbeard created such an aura of fear about him, victims often simply surrendered. The pirate wins, and he doesn't have to worry about casualties or using up resources.

Strike Fear: At the start of each round, each of your opponents rolls two dice. If the result is less than their life or if they are your rival, their rolls this round get -2.

So terrifying was Blackbeard's reputation that merchant ships were known to lose the will to fight the instant they recognized his flag.
