Are attacks considered to have started by the time the legality for the attack is checked?

Basically, I'm referring to a case of Mehmed versus Xerxes. If Mehmed tries to make a second weapon attack in a turn, would Xerxes stop him? If the attack is considered to have started by the time legality is checked, Mehmed's ability should stop Xerxes' ability, but if the attack is not yet considered in action, Xerxes would win.

I guess what I'm asking for is a more in depth explanation of when legality is checked, and when cards that prevent attacks with specific qualities prevent such attacks.

Xerxes prevents the attack from starting, and the attack never reaches the stage where Mehmed would be activated.

"Known as el-Fatih, 'the Conqueror,' Mehmed II was the first Sultan of the Ottoman Empire. In 1453, he sieged and captured Constantinople, a feat that sent shockwaves through the Christian world as their eastern bulwark disappeared. However, his westward advances were halted at Nándorfehérvár in 1456, and were effectively ended at the Battle of Vasliu in 1475, where the Ottomans suffered one of the worst defeats in their history. Viewing himself as the rightful heir to the throne of the Roman Empire, he invaded Italy in 1480, but was driven out by Christian forces after a rebellion in Albania cut his supply lines. Regardless, his achievements distinguish him as one of the greatest conquerors in history.
