Mesopotamian kings traditionally enacted reforms upon taking power. This cylinder is the first written example, and so is often referred to as the first charter of human rights.

Just one more question concerning Gaiseric:
How does the current TO card [Ostovany] work against Gaiseric's action ability?
•This ability affects weapon attacks that are taken in the normal way or use the 'if possible' wording. Since abilities that attack adjacent opponents (ike Gaiseric) or use 'at +X' wording don't reference the attack grid for that attack, Ostovany will not affect those attacks.

- Though the Cylinder is lauded as a human rights charter, it doesn't really grant 'rights'. It talks about Cyrus the Great's lineage, the cool stuff he did, and how there'll be no religious discrimination. (That last part is the one that gives the Cylinder its rep.)
